CHAHNGES FOR rc59:
- completly rebuilded bad dcw management
- added missing filters for cccam, camd35 and cs378x and debug
- rebuilded cache baddcw debug and cw cycling, now use with filter
- builded common filter with all skipcwc include values from profiles and all checks
- found oscam issue pushing bad dcw with ok checksum and fixed
